Well believe or not some people don't hear so good so they use the english subtitles to better understand the film. :O And those who want to improve their language skills also use subtitles. ;) I don't think it's dumb, but I don't think the subtitles were necessary either.

It's a symbol. Watch the begining of the movie again. Tevye explains he everyone is like a fiddler on the roof, trying to scratch out a pleasant little tune without breaking his neck. How do we keep our balance? Tradition! (I know it's not an exact quote, but it gets the point across)
